RE: Emergency Response Plans

	I would like to review radiological emergency response plans dealing
specifically with radiological preparedness for a transportation event
involving a high level radwaste or highly contaminated/radioactive plant
component shipment.   
We have been ask to submit a radiological response plan for the "worst
transportation event possible".   Would some of you point me toward a good
web site or e-mail something to go by?
I think spent resin from the reactor water cleanup system spilled all over
the side road is a possibility.  Have some of you addressed this?  
What is the first response when arriving on the seen?   Rope it off and then
what?   Notify organizations?.....
