The report was sent out for internal and external peer review early in 1996.
As far as I know, nothing has been heard of it since.  Certainly, the peer 
reviewers never saw a response to their reviews.

Rumor had it at that time (spring 1996) that the report was already 4-5 years
out-of-date when it was sent out for review, and that it was not well-received
by reviewers.
