Unless some International Standards committee has changed the rules recently,
the convention is very simple:   If the unit is named after a human being,
capitalize the first letter.  Other wise, no.  Is rem named after someone?
Answer: No.  Therefore: rem, mrem, krem, etc.  Is Volt named after someone?
Yes!  Therefore: V, mV, kV, etc.
