How to determine alarm setpoints for RMS at NPPs

Dear Radsafers,

One of my colleagues would like to know how to calculate alarm set point values
for the radiation monitoring system installed at the nuclear power plant. 

It is about the Engineered Safety Feature Actuation System Instrumentation 
Trip Setpoints which are described in Final Safety Analysis Report 16.3.3.
My specific interest lies in "trip setpoint for Purge and Exhausust Isolation
associated with high containment radioactivity".   
There are several radiation detectors such as
  -  noble gas detector for monitoring gas concentration during low volume
purge 
    of the containment vessel.
  - dose rate detectors around the operating deck in the containment vessel.   

I would appreciate any information, references or samples which can be
helful to him.
