DU Licensing Requirements

We have a researcher who proposes to receive a product of Portland cement mixed
with 5%-10% wt. DU oxide. Please discuss the licensing requirements for this. Is
it perhaps generally licensed?

Note the material is over .05% source material. We are licensed under a
broadscope license to possess DU as shielding.
