I would not like to start a hysteria of the Cold War on the radsafe.
But sorry, the previous posting sounds like that.
During that time there were international regulations about the
fallouts.
Yes, Soviet Union did a few tests in North Russia - Novaya Zemlya test
side (New Land)
or Land of Franz Josef island but the most of the tests been conducted
in Kazakhstan Republic and it is very far away from Europe... 
Needless to say that all tests in 70's and later were underground. 
And if talking about "should not be forgotten"... about millions of
soviet people who
suffered at most from those tests.... It sounds like everybody suffered
out side
the Frm Soviet Union but the people inside...
