NVLAP is about ensuring that the TLD processing is accurate and responds 
correctly to the types and energies of radiation to be measured.  The other 
half of the equation is how the badge is used, part of the body it is worn on, 
etc., etc.  Even 10 CFR 20 acknowledges that there is more to personnel dose 
equivalent than just measuring it with a device.
