If the personnel are not working with radioactive materials then they are
governed by OSHA, not the NRC.  OSHA's limits are not the same as the NRC's.
In OSHA, the lens of the eye constitutes a whole body dose and the limit is
1.25 rem per quarter or up to 3 rem per quarter if 5(N-18) is not exceeded.
If they are working with both radioactive materials and x-ray machines, the
most restrictive limit will apply.
