Safe Levels of NORM

Help, I need a quick response as I have to provide an answer to a question
today.

What is a safe level (considered to be noncontaminated) of radiation in mr/Hr
for:
Academic laboratories?
Homes/Basements?
Oil Fields in operation?
Oil Fields after abandonment?
Nuclear Plants?

This question seems to simple to ask an answer to on this list. It probably is,
but I would appreciate your thoughts.
