CINDY Question



Radsafers, this question is from our site internal dosimetrist:

Use of the CINDY internal dosimetry code for calculation of dose due to
ingestion gives results that are much less than those calculated using EPA
(1988) factors for insoluble radionuclides such as U-238 and Th-230.  Doses
calculated using the CINDY code seem to be lower in proportion to the
radionuclide's solubility fraction, f1.  Has anybody else experienced this? 
What is the reason for this discrepancy?
