RE: DOE regulation

As a point of information, LMITCO here at the INEEL is involved now in two
NRC-licensed fuel storage facilities.  After considerable discussion, which
probably included many of the points covered in the current thread of
RADSAFE notes, DOE was designated as the licensee.
