Exempt Quantities

     Hi, All:
     
     In reviewing the CFR's, I can't seem to find an explanation on exempt 
     quantities/concentrations.  How are these values determined?  By TEDE? 
     By specific isotope and the potential hazard (?) or lack thereof?  By 
     risk?
