The current regulatory guide is Reg Guide 10.9, Rev. 1, "Guide for the Preparation of Applications for Licenses for the Use of Self-Contained Dry Source-Storage Gamma Irradiators," dated December 1988.  This will be replaced by NUREG 1556, Vol 5, "Consolidated Guidance About Materials Licenses: Program-Specific Guidance about Self-Shielded Irradiator Licenses," dated October 1997.  The copy I have is a draft for comment.  I do not know if the final report has been published.  The draft NUREG should be available on the NRC web site.

Is there a USNRC regulatory guide on the control/operation of sealed source (in this case 137-Cs) irradiators?  Thanks for letting me be lazy by posting to Radsafe!
