Gert,

It is not clear what you are seeking.  Clearly, secular equilibrium will not exist in
any material from which part of the radon can, or has recently, escaped.  This
seems to encompass almost everything.  Unless there is a trick in the definition, I
cannot see how this exemption serves any useful purpose nor do I see what data
could be of value.
