inhalation rates for general population



I am in the process of trying to resolve some differences in the 
inhalation rates for the general population and an ethnic population.  
ICRP 66 recommends inhalation (ventilation) rates for housewifes, 
sedentary workers and outdoor workers.  The recommended values are 
intended for application to the general population and all ethnic groups.

In contrast, the EPA's exposure factors handbook recommends the use of 
Layton's metabolically consistent breathing rates (HPJ 64 (1):22-36).  
The values calculated by Layton are significantly lower than those 
recommended by the ICRP.

Since Layton's work and the ICRP recommendations have been out for some 
time, I am hoping that someone has worked through this already.  If 
anyone has any insight, preferably referenceable, I would appreciate it.
