MARLAP Status

Does anyone know the current status of MARLAP (I think the acronym is for
Multi Agency Radiological Laboratory Assessment Program) the laboratory
companion to MARSSIM (Multi-Agency Radiation Survey and Site Investigation
Manual.

There were tentative plans to issue a Draft MARLAP 0-Version by December,
1998.   Was this goal met?  How do I get a copy of the draft if it exists?

What is the process or proceedure to provide feedback as this document
progresses?
