A black light you can get pretty much anywhere. Look in novelty or 
magic shops...there is a chain (national) called spencers they usually 
have them. A local magic shop had a small hand held battery operated 
one. I didn't get it so I dont know how well it works. 

When I asked this question last month a bunch of people suggested Tide 
this works well, and unlike the stuff that would glow in the dark as 
well doesnt show up as contamination in an LSC. I would use this if you 
want to simulate a radioactive powder. 
I actually ended up using scint fluor. It made a GREAT liquid floor 
contaminate, shows up really well under black light, and best of all 
you already have it!
