The late Aubrey Wagner, while Chairman of the Board of TVA in the 70's,
used the phrase in numerous public appearances. At the time, TVA (actually
Aubrey Wagner) intended to build and operate at least one multi-unit power
plant of each reactor design available. He may have been nuclear power's
most ardent believer and activist.
