I agree, in part.  This may not be a field of expertise of his prof.  To 
complement his "committee", he can get a expert who knows something about the 
field, who can be appointed as an adjunct professor of the university.

Check on releases of iodine-125 from sources that are processed in hoods and 
used for medical purposes.  You can perform air sampling and bioassay (thyroid 
counting, urinalysis), determine internal doses, and compare those results with 
currently accepted models for the standard person.  Good look.

 Nearly all thesis topics are suggested by the thesis advisor. If
you can't find a thesis advisor who can give you the suggestions you are
seeking, you are at the wrong university.
