The current "official" version of Reg. Guide 8.13 is revision 2, December
1987. Unfortunately it is totally out of date in terms of explaining the
current regulations. The latest draft version that I'm aware of is DG 8014,
(proposed revision 3 to 8.13), dated October 1994.
The present situation, which has existed ever since the major rewrite of
10 CFR 20 implemented in 1994, puts licensees in the awkward position of
either handing out the official (but useless) version or the correct (but
unofficial) version of this guide. We have opted for the latter approach,
but we tell everyone that the official version is available if they want
to look at it.
Hopefully this important guide will get the attention it deserves in 1999
and finally get published in final form. I've gotten tired of bugging
the NRC every 6-9 months asking whether they are any closer to completion.
Maybe someone from NRC reading this can give us an update.
