The answer to this question seems straight forward: 
 
49 CFR 173.403: 
 
"Transport Index means...(1) for nonfissile material ...equivalent to the 
maximum RADIATION LEVEL [emphasis mine]in millirem per hour at one meter..." 
 
"Radiation level means the radiation dose-...Neutron flux densities may be 
converted into radiation levels according to Table 1:..."
