Read 49 CFR 171-177....The DOT has a say about what you can transport.

What are the isotopes you propose to transport?  What is the activity of these
isotopes?
Do you have a license for radioactive sources should they be of a licensable
quantity?
Are you taking to an agreement state, etc.

You can also contact your states Health Department (Radiological Safety
Department).
