Gentlemen,

Please reference 49 CFR 171-177 or 10 CFR 71

"Transport index means the dimensionless number (rounded up to the next tenth)
placed on the label of a package to designate the degree of control to be
exercised by the carrier during  transportation.  The transport index is
determined as follows"

Blah Blah Blah...One meter from the external of the package etc.....Anyway the
answer is that you round your number to the next tenth....No fraction.
