DOT vs NRC/DOE Regs
There are other similar situations. For example, load a truck with radwaste
(LSA, exclusive use shipment). The truck's external dose rates are >5 mrem/hr
at 30 cm, yet less than 200 mrem/hr on contact and less than 10 mrem/hr at 2
meters - OK to ship. Until the shipment is in progress, 10 CFR 20 and 835
requires the immediate area to be posted and controlled as a "Radiation Area"
Now, watch your workers' reactions when you pull down your rad-ropes and signs
in order to let the truck leave site and go to Burger King for lunch, while on
its way out of town.
Part of being a Health Physicist, as far as I can tell, is continual
explanation/justification to the workers for acts which appear to have no
logical basis, however usually do. Discrepancies between applicable regulations
makes public education that much harder.
