There can be as many interpretations as there are Standards, which like
opinions and taste, may change over time. Measurability and detection
capability are very real political issues to quite a few of your nuclear
cousins. It's just not that simple.
I believe in reporting uncertainty for laboratory measurements (e.g., including
mass spectroscopy, gamma spectroscopy, alpha spectroscopy, etc.) to show
[others] how confident I was in the results.
Just an opinion, ergo, iacta esto ex fenestra.
