EPA 400-R-92-001 May 1992 Manual of Protective Action Guides and Protective
Actions for Nuclear Incidents page 2-10 lists dose limits for workers
performing emergency services. This manual provides guidance for all
radiological incidents except nuclear attack. Using the older terminology:
All activities - 5 rem TEDE; Protecting valuable property when lower dose
not practical - 10 rem TEDE; Lifesaving or protection of large populations
- 25 rem TEDE; Lifesaving or protection of large populations (only on a
voluntary basis to person fully aware of risks) - > 25 rem TEDE.  Lens of
eye limited to 3 x above, doses to other organs, including skin and body
extremities limited to 10 x above.
