RE: Well Logging Contractor/Licensee
I sent a second, clarifying answer to Tad (should have more completely
read his original note)....Since the facility has an NRC license, then
NRC must have jurisdiction. As such, the logging company should get
reciprocity from the NRC to operate at the facility.

"It depends"
Basically, is the facility under "Exclusive Federal
Jurisdiction" (I
think that is the phrase out of the Atomic Energy Act)? The
best
interpretation I've seen is that this declaration must be made
at the
time the Federal government takes over the property. It can
apparently
be rescinded at any time.
If it is under "EFJ", then the NRC would have jurisdiction.
Otherwise,
the State.
Example: The NASA base in Clear Lake, Texas is regulated by the
State of
Texas, not the NRC. Most (All?) military facilities are
regulated by
NRC.

Subject: Well Logging Contractor/Licensee
Hello RADSAFERs,
We will be having some environmental test wells drilled
and
logged at our
NASA facility (a federal installation) which is located
within
the State of
Maryland (an agreement state). The contractor (I
suppose) will
be using
radiation sources within well logging equipment. Here's
my
question:
If the contractor possesses only a "State" license, do
they need
to get
approval from the NRC prior to performing work at our
federal
facility? If
so, what type of approval will be required?
PS. We have an NRC Broadscope License but it does not
include
well logging
equipment.
Thanks for your help (in advance).
