Many thanks to all who responded to my query.  

It seems that since our facility is under "Exclusive Federal Jurisdiction"
(EFJ) the contractor must either have an NRC License or... 
have a State license with a "reciprocity agreement" from the NRC.

[As usual, RADSAFE comes through.  I'm glad that I can ask what I
originally thought was a "dumb" question and get answers that are straight
forward and to the point. This forum is "AWESOME"] :-)
