Dear Otto, 

I do believe that there are many questions interesting on the meaning of
this International symbol;
First- Which International Organization approved it? 
Second - I read a couple of years ago that the logotype was designed in
Netherlands, did you know about  this?
Third - The meaning of the word "Radura" - I can associate  "rad"  with
radiation, however what about  the meaning of  "u" and "ra"?

Now: with respect your text:

I agree looking, for intance at the Nordion site: 
http://www.mds.nordion.com/foodirradiation/faq.html
However looking at the NRC site the logo looks very the picture of PANDA.
