The NRC web site has an HP Position Paper at
http://www.nrc.gov/NRC/NMSS/HP/POS/hppos150.txt
It states that domestically manufactured smoke detectors may be "disposed
of as ordinary trash." Imported units must be returned to the manufacturer.
