Release limits for thorium and uranium

In light of NRC's failure to come up with realistically achievable DCGL's
for alpha emitters, what release limits have people been using for
decommissioning facilities with thorium and/or uranium contamination?

Have ANY decommissioning plans for such facilities been approved since the
25 mrem per year release criterion took effect?
