Hi Mr. Rinkacs,

If the activity of your Th/Y mixture is less than 70 Bq/g your material is
non-radioactive, for DoT purposes.

If the dose rate at the surface of your package is less than 0.5 mR/hr,
then it is indeed a Limited Quantity  and may be shipped in a "strong &
tight" package, provided that the compounds are not also hazardous
chemicals. (E.g., ThNO3 is also an oxidizer,  UN2976.)  You may have to
investigate the "limited quantity" exceptions for other DoT hazard classes
(49 CFR 173.4), and you may also want to investigate the "Lab pack"
exception (49 CFR 173.12).
