How much material are you shipping? If you have a lot the LSA shipment
may be the way to go.   But if you only have a small quantity,  normal
type A would do it.   What is the dose rate at one meter from the
package?     The shipment was probably a yellow II because of the dose
rate at one meter ( TI).   My guess, without any more information,  is that
your Th  should go as a normal Type A,  Yellow II  label.
