Re: Soil Scanning/Sampling reference documents



Back in the early days of the "Superfund," (early to mid 1980s) EPA had
reference documents out regarding PPE selection and regarding requirement
for determining a sampling protocol to qualify as "representative."  They
may still exist.  Even so, the  point of the guidelines was not just
technical competency -- data had to, and still has to potentially stand the
test of litigation.  Reliance is/was on statistical significance, possibly
influenced by physical parameters -- e.g., uneven (geographic) distribution
of the suspect material, or a groundwater plume that could have affected the
direction of contaminant spread.  I had a copy of the safety document and am
trying to locate it for the reference.
