DoD Regulation?

Does anyone know of a DoD-specific regulation, applicable to an inactive AFB,
which prohibits radioactive material, sent to an off-site lab (for analysis)
from being disposed of by the off-site laboratory?  In other words, does the DoD
require this material to be returned to the AFB for disposal through the DoD
network?
