If it has the ability to be reused by another facility or entity, I wouldn't be so quick to classify it as a waste. Brings in that whole set of RCRA regs. Look for a user that would be interested in having such protection to save money and headaches. Before transfer you'd probably want to get some input from your appropriate State or Federal regulatory agency..... just in case.
