Without worrying about copyright and logistical problems, it sounds like a wonderful project for a university (with a health physics program) to take on. ...Or a government agency, but it seems quite unlikely in these days of budget reductions :).

I agree that QUEST is a truly valuable resource, and it would be very
unfortunate and a loss to the profession if it were not kept up. Is this a
project that the HPS or a consortium of organizations with radiation
protection interests could undertake for the 21st century? The contents and
abstracts could be captured directly at the publishers for those journals that
are publications of the sponsoring societies. The valuable database of past
publications as well as the program could be purchased from Quest's current
owner. Or perhaps one of the publishers or a commercial firm could be
induced to keep up this product, perhaps under some sort of cooperative
agreement with the society(ies).
