Description of Work:

This position supervises and directs the activities of the Radioactive
Materials Program in the North Carolina Division of Radiation Protection
to protect public health and safety and to foster public trust in its
process and decisions.  The position is responsible for final approval
of all radioactive materials licenses, accelerator licenses, and
prepares escalated enforcement recommendations for the Division
Director's approval.  This individual bears primary responsibility for
defensibility of licensing and and escalated enforcement actions and
prepares final recommendations to the Division Director on radioactive
material and accelerator policy and regulatory decisions.  This position
manages and directs a staff of seven health physicists and two support
positions to meet the expectations and standards for maintaining
agreement state status with the U.S. Nuclear Regulatory Commission. 
This position serves as a member of the State Emergency Response Team
(SERT).  This responsibility necessitates employee being on call at
anytime in the event of a nuclear/radioactive accident.

Knowledge, Skills and Abilities:

Thorough knowledge of the principles and practices of management of
people and technical programs and of health physics and engineering as
they apply to the proper management of radioactive materials and the
operation of accelerators.  This position requires considerable
knowledge of the biological effects of radiation.  Ability to evaluate
radioactive use technology and operation of radiatin producing
equipment.  Specific knowledge of federal and state requirements for
radioactive material use.  Ability to exercise good judgement in
appraising situations and making decisions.  Ability to establish and
maintain an effective working relationship with associates, professional
and technical personnel, and the general public.  Ability to express
oneself clearly and concisely in oral and written form.

Required Minimum Training/Experience:

Graduation from a four year college or university with major in physics,
health physics, nuclear physics, nuclear engineering, or another
physical science, and four years progessive experience in the field of
radiological health services or an equivalent combination of education
and experienc.

Preferred Additional Training/Experience:

At least six years of progessive experience and/or graduate work in the
field of health physics, radioactive material management and use, or a
closely related field, including at least two years of supervisory
exerience is preferred.  Also prefer a certified health physicist.
