NRC Fee Proposal for Fiscal 1999

I just received the booklet, it's green this year and also includes
alternate proposals for "rebaselining" the fee structure.  Comment period
will be 30 days from Federal Register publication which was to be "in a few
days" from March 23, so at best that's the end of April.
