With regard to ISO standards,  ISO 7503-1 and ISO 7503-2 (tritium) deal with 
estimation of removable contamination by smear samples.  Specific guidance is 
provided.  During the development of the standard the working group convenor 
performed a series of controlled experiments on determining the removal 
factor for several surfaces and nuclides.  The bottom line is that 0.1 is 
intended to be a conservative estimate of the fraction of activity on the 
surface that is removable.  If one intends to use smears for repeatedly 
estimating total surface contamination or removable contamination, one should 
experimentally determine the corrections.  Some surfaces bind activity fairly 
well (aluminum) and the surface roughness of others makes collection 
difficult (concrete).
