NRC Review of QA Plan

Could anybody  help me with the following questions?

   How long would it typically take the NRC to review a QA plan for an
   independent spent fuel storage facility for a company that doesn't
   already have an NRC approved QA plan?

   How may hours would the NRC typically charge for such a review, and at
   what hourly rate?
