Exactly right, and, to the chagrine of several RADSAFErs, that policy will be 
set after vigorous debate in the court of public opinion.  Will the 
technologically or scientifically "best" policy result?  Perhaps, not, but 
science cannot determine what is "acceptable."  There are many examples of 
products found "unacceptable" even when faced off against technically 
inferior products (e.g., Beta v. VHS, Apple v. PC, etc.).
