But involuntary risk never has just one side to it.  Industry creates jobs, 
day to day convenience, national security...The research supporting one 
technology spins off into other technologies, providing more benefits.  There 
is a cost to everything, and nothing is perfectly safe.  What we really need 
is a comprehensive policy in this country as to what level of involuntary 
risk is acceptable, because a zero risk policy will bring society to a 
complete stand still.
