This might be NORM waste from oil & gas production in the Caspian.  The only 
major activity undertaken by "foreign companies" is related to petroleum 
exploration & production.  I'll be in Kazakhstan in a couple of weeks, and 
I'll ask.  I do know that the Kazakhs asked lease holders to access 
environmental issues related to radioactive containation 2 or 3 years ago.  
North of the Caspian, there was a nuclear test site with several underground 
explosions.  At least one was a geological / seismic test.
