 46,000 Bq/100sqcm is pretty high.
At Chernobyl Plant we had limit of 1,000 Bq/100sqcm on the entrance from the 
Sarcophagus (Sarkophagos) into Unit 3 in 1988.....it is of course was after 
when everything was washed and cleaned at Unit 3.
It may give some idea of the contamination level to those who never worked at 
the Power Plant.
