Was the "legal safety limit" for primary cooling water exceeded ( >1
uci/cc), or the "legal safety limit" for discharges to the environment (1E-5
uci/cc?).  The latter is really  not relevent for water that is sitting in
an aux. bldg. sump or a rad waste tank.  Good example of a meaningless
statement in a press article.
