Enforcement Action against a Southern California University mid 80s

I wanted to refer to the incident in a document and it was suggested I
reference it better.  My recollection is that 10 Investigators were cited by
Los Angeles County [Status wrt California similar to agreement states &
NRC].  Can anyone give me a publication reference or confirm any details.
