Probably because the warp drive was out of commission.  Then again, maybe the
warp drive was overheated.  
The public has had a perverted understanding of nuclear reactors and submarines
ever since Captain Whatshisname on the Seaview risked his life every other week
on "Voyage to See What's on the Bottom" to prevent the reactor from going
critical.
