Will this "guidance" include NORM?

I'm sure glad that somebody else is tasked to come up with the "concentration to
dose factors".  That sounds like mission impossible!  And, assuming that it is
possible, how to relate concentrations (in what?) to releases at facilities?

Just my own opinion.
