I'm with Westinghouse at West Valley, NY an old reprocessing plant that we are cleaning up for the DOE.  So far ir seems like NRC sites treat it as LLW and DOE sites are mixed.  Some treat it all as LLW and some get rid of it as industrial waste based on nothing added to it (Process Knowledge).
